Dear Shareholders of the Pinon Pines Mutual Water Company,

We are all aware of the extremely dry winter that has just passed.

Rain / snow fall is the lowest, if not on record, in many years.

Some of the wells that provide water to the Community are very dependant on the annual rain and snow fall to recharge the aquifer that we use to draw water from to provide water to Pinon Pines. Well 6 is very dependant on the annual rainfall and normally, it is removed from service in late September or October. This is a large capacity well and important to providing water that meets State of California standards.

This well must be removed from because there is inadequate water in the aquifer to allow it to pump properly. This means that the community is dependant on Well 5 and Well 7.

Well 5 cannot meet the water demands of the community. Well 7 has Fluoride that exceeds the State maximum contaminant level of 2 mg/L. When this well was first drilled, the shareholders voted to allow fluoride levels not to exceed 3.0 mg/L, the maximum allowed by the Department of Health Services. Exceeding this was to be short term until the allowable levels could be maintained.  Achieving these levels of 2 mg/L could be obtained at that time by blending the water from wells 5 & 6 with 7.

Since well 6 is essentially not usable, the fluoride levels can only be reduced to about 2.8 mg/L.

Work is being done to replace the pump in well 6 with a smaller one to get as much water from it as possible. This will not provide adequate water to reduce fluoride levels to 2 mg/L during summer months.

Please pay particular attention to the Fluoride notice below.

This is an alert about your drinking water and a cosmetic dental problem that might affect children under nine years of age.  At low levels, fluoride can help prevent cavities, but children drinking water containing more than 2 milligrams per liter (mg/L) of fluoride may develop cosmetic discoloration of their permanent teeth (dental fluorosis).  The drinking water provided by the Pinon Pines Mutual Water Company has a fluoride concentration ranging from 2.5 to 3.2 mg/L.  Dental fluorosis may result in a brown staining and/or pitting of the permanent teeth.  This problem occurs only in developing teeth, before they erupt from the gums.  Children under nine should be provided with alternative sources of drinking water or water that has been treated to remove the fluoride to avoid the possibility of staining and pitting of their permanent teeth.  You may also want to contact your dentist about proper use by young children of fluoride-containing products.  Older children and adults may safely drink the water. Drinking water containing more than 4 mg/L of fluoride can increase your risk of developing bone disease.

We do not recommend boiling water because that will increase the concentration of fluoride.

We recommend providing alternate sources of drinking water for younger children.

Water conservation is critical. If anyone wants assistance in ways to save water, please contact any member of the Water Board or the employees of the Water Company.

Annual Elections: Please return the ballots for the Water Company and Homeowners Association before the Annual Meetings on June 7, 2007. Over 50% are required for this election to be valid.
